Bill 442/1991 has been in the Chamber for almost 30 years. In August 2016, it was approved by the Special Committee on the Regulatory Framework for Gaming and since then it has been stopped, ready for voting in plenary. However, it needs to be updated and modernized. The update requested by Lira to this WG will also include the 23 projects appended to Bill 442 in all these years.

Accompanied by members of the Tourism commission, the president of the collegiate, deputy Bacelar, met on August 31, in Brasília, with Lira. Representatives Bibo Nunes (PSL/RS), Felipe Carreras (PSB/PE), Herculano Passos (PSD/SP), Leur Lomanto Júnior (DEM/BA) and Vermelho (PSD/PR) also participated in the reunion.
The meeting aimed to discuss the commission's agenda of priorities, identify common agendas and outline goals and strategies for the approval of legislative measures that favor the resumption of Brazilian tourism. Another issue that also gained prominence was the creation of the Regulatory Framework for Gaming in Brazil (Bill 442/91).
The project awaits the vote in Plenary and was appointed as essential by Bacelar for the country at this time. He pointed out that Brazil has lost R$376.6 billion since the worsening of the new coronavirus pandemic in the country, in March 2020, until May this year.
Another alarming fact pointed out by the chairman of the commission was the reduction in formal jobs, in addition to 59% in sales and 58% in the creative economy.
To advance on this issue, the Tourism Commission scheduled a public hearing for next Wednesday (15) to debate the proposed regulatory framework for gaming in Brazil. The proposal was approved by a special committee of the Chamber in 2016 and, since then, it has been waiting in the legislative drawers for a vote in the Plenary.
The debate was suggested by Bacelar himself, who stated that the approval of the proposal could encourage tourism in the country, with the generation of 700 thousand direct and indirect jobs and R$ 20 billion annually in tax collection.
“The legalization of all types of gambling can help the country out of the crisis, especially in the post-pandemic period. The regulation of the sector will also attract international investors to the Brazilian market, both in physical enterprises and in the digital environment,” says deputy from Bahia.
