Today (Thursday 23) at 10 am, the Committee of the Chamber of Deputies that analyzes Bill 1153/19 is meeting, in a public hearing, to discuss the regulation of sports betting in Brazil. In the justification for convening the hearing, Federal Deputy Celina Leão stated that "legal security is essential for the development of the sector, as well as for proper inspection and prevention of excesses or unfair situations being committed."
Celina Leão argues that the authorization for the operation of sports betting houses “should be based on criteria such as not granting explicit or unbalanced advantages in favor of the bookmaker and proof of the random and reputable nature of the bets. It is necessary to debate how they should be provided for in the legal system and what would be the other essential aspects for the activity to be regularly carried out, without asymmetries and allowing the sector to function fully legally and dynamically."
The Deputy does not mention in the justification the fact that sports betting is in the process of regulation, under the direction of the Department of Evaluation and Lotteries of the Ministry of Economy.
The following were invited and confirmed their presence at the hearing:
- The President of the Financial Activities Control Council (Coaf), Ricardo Liáo;
- The President of the Brazilian Association of Sports Betting, Rodrigo Malafaia Vieira Alves;
- The lawyer of the Brazilian Association of State Lotteries (Able), Marcel Rabello.
The public hearing takes place in Annex II Plenary 5 of the Chamber of Deputies, at 10 am.
