Mato Grosso do Sul governor sanctions bill, state lottery is recreated after 15 years

After 15 years extinct, the State Lottery of Mato Grosso do Sul (Lotesul) is officially recreated. The proposal had already been approved in the Legislative Assembly and Governor Reinaldo Azambuja (PSDB) sanctioned the law that allows the resumption of the lottery's exploitation. To begin to take effect, the public service still needs to be regulated. As published in the Official Gazette, the State Department of Finance (Sefaz) will be responsible for creating the rules for use.

As soon as it comes into force, the taking of bets or the sale of tickets can be done by physical or virtual means, only for people of legal age.

The lottery operation will follow the same modalities of lottery activities defined by federal legislation and will be limited to the territory of Mato Grosso do Sul; in other words, only people residing in the state can bet.

Sefaz will also be responsible for establishing partnerships with legal entities governed by public or private law, as the case may be, as well as controlling and supervising the exploitation of each lottery modality.

The resources of the lottery operation, including the prizes not claimed by the players contemplated in the statute of limitations, will be destined to social security and to the financing of programs in the areas of housing, sports, education, health, social and cultural development and for investments in security public.

Of the resources provided, 50% will be allocated to financing programs in the housing area. The Executive Branch is authorized to open, in fiscal year 2021, additional credits in the limit of R$ 146,000 for the activation of the lottery.

According to the governor, the lottery will be "an important source of resources to reduce the impacts of contemporary financial contingencies and to reinforce amounts destined for social security."
