Senate postpones vote on project that creates Health and Tourism Lotteries in Brazil

The Brazilian Senate postponed the vote on the substitute for the bill that authorizes the Executive Branch to institute the Health and Tourism Lotteries. The matter would be analyzed in plenary yesterday (28), but was withdrawn from the agenda at the request of the rapporteur, senator Weverton, who is awaiting an understanding from the government. “It is practically agreed. They asked me for another week to resolve,” he explained, noting that the project is ready to be voted on.

According to the substitute presented to Bill 1.561/2021, the Executive Branch is authorized to establish the lottery products called Health Lottery and Tourism Lottery, in the form of numerical prediction lottery, with specific destination of the proceeds of its collections directed to the Fund National Health Agency (FNS) and the Brazilian Agency for the International Promotion of Tourism (Embratur), respectively.

The Tourism Lottery will have a permanent character, contrary to what was foreseen in the original proposal. Both the Health Lottery and the Tourism Lottery must have their operation disconnected from the Caixa Econômica Federal, so that they can be authorized and granted by the respective ministries, with the regulation being carried out by the Ministry of Economy.

The proposal originated in the Chamber of Deputies and was reported by Senator Weverton (PDT-MA), who accepted some of the 14 amendments presented to the text, authored by Deputy Captain Wagner (Pros-CE).
