State lottery to be recreated in Santa Catarina

The return of the state lottery to Santa Catarina, Brazil, should happen soon. The project is being processed by the Legislative Assembly (Alesc), which institutes the Social Promotion and Poverty Eradication Fund (Social Fund), and the generator of resources for the model will be precisely the exploitation of lottery modalities by the State government. The proposal of the Social Fund with the recreation of the state lottery was sent last week to the Legislative by Governor Carlos Moisés da Silva.

According to the Executive's justification, the net result obtained from the new creation and exploitation of the game "should be used to fund actions to combat and eradicate poverty, primarily in housing (art.13)". It is precisely for this reason that the new lottery will subsidize the SC Mais Habitação program, which is the project that will give houses to low-income people in the state.

The state government based this initiative on a decision of the Supreme Court (STF) that allowed the States to explore lottery modalities. According to the secretary of Finance, Paulo Eli, after the project is approved by Alesc, the government will contract companies that will be responsible for applying the lotteries.

With this, unlike what occurred in the first state lottery model, the government will not be responsible for the direct management of the processes. The Executive will only have the role of operationalization and inspection of the contract. Before, Lotesc was responsible for the drawings and administration of the state model.

Under the Social Fund project, "the State Lottery of Santa Catarina will be linked to the SEF (Secretary of State for Finance) and will have as its object the exploitation of lottery modalities provided for in federal law, upon concession, permission or accreditation."

Another provision of the proposal states that "the public lottery service will be delegated to a private operator, through a bidding process, without exclusive exploitation of any type of lottery or other situation that characterizes a monopoly."

The bill was read in plenary on Tuesday (28) this week, and the official processing in the House began. It will pass through the Constitution and Justice, Finance and Taxation and Labor, Administration and Public Service commissions before going to plenary.
