Last Thursday (6), the governor of Santa Catarina, Carlos Moisés da Silva, sanctioned Law 18,334, establishing the State Fund for Social Promotion and Eradication of Poverty (Social Fund), intended to finance programs to support inclusion and social promotion in the state.
Within the scope of the new law, the Executive Power, in its article 12, is authorized to institute and explore, in the form of art. 175 of the Federal Constitution, the State Lottery of Santa Catarina, “must use the net result obtained in the cost of actions to combat and eradicate poverty, primarily in housing.”
The State Lottery of Santa Catarina will be linked to the State Department of Finance and will have as its object the operation of lottery modalities provided for by federal law, through concession, permission or accreditation.
It is already defined in the law that the public service of lotteries will be delegated to individuals, through a bidding process, without exclusive exploitation of any type of lottery or other situation that characterizes a monopoly.
In up to 60 days, the State government will regulate the law and define the Lotesc implementation process and the way in which studies will be prepared for the formalization of the bidding notice for the start of the operation of the State Lottery of Santa Catarina.
