The objective is to send a proposal to carry out technical studies, aiming at the implementation of the Loteria Capixaba, the Loteca.
The Public Call for Expression of Interest Procedure (PMI) was published in the Official State Gazette, on December 27, 2021, by the Secretary of Finance (Sefaz).
Loteria Capixaba (Loteca) is part of the project portfolio of the Concessions and Partnerships Program, instituted by the Government of Espírito Santo, which prioritizes the improvement of the quality of services, capturing greater efficiency, speed and expertise that the private partner brings to the management.
In the case of Loteca, all the financial resources collected will be allocated to programs that are part of the management in the promotion of culture, sports, leisure and tourism, according to percentages established in the legislation.
The Secretary of State for Innovation and Development, Tyago Hoffmann, stressed that the Loteca project is fully aligned with the premises of the State Government's Concessions and Partnerships Program: investment and financing by the private partner, more efficient services for the population. and instrument to support the Fiscal Policy.
All of this “aims to improve competitiveness, the business environment and innovation in the State”, he highlighted.

The documents of interested parties must be forwarded to the Secretary of Finance (Sefaz), by means of an electronic protocol via e-Docs (e-docs.es.gov.br), addressed to the Sefaz/ES Agency, marking the option “Group and Commissions” > “Commissions and contracts” > “CT – Loteria Capixaba (Loteca) – Sefaz, or filed under the same system at the Secretariat’s headquarters, located at Avenida João Batista Parra, nº 600, Enseada do Suá, in Vitória, Espírito Santo , indicating the sector above as the destination.
