The Secretary of Strategic Partnerships, Maurício Batista da Silva, explains that the intention is to regulate the process of lotteries in Caxias to make way for the structuring of specific lotteries, scratch cards, and other models that aim in the future to increase the collection of the municipality. The allocation of these resources would be social security, which is the object of the lottery, but could also benefit health, culture, etc.
"After the law passed, at first we will start diagnostic studies: what is the public of Caxias, what is the potential to collect these lotteries. From there we can work in isolation on products, sports lottery, in short, appropriate to the standard of betting of the city, so that in the medium term we can launch notices. In this way we can have the private sector offering these services and sharing the amounts of revenue with the municipality, once the prizes have been discounted," he explained.
The creation of the law authorizing the municipal lottery is based on a 2020 decision of the Superior Federal Court (STF), in which it was decided that the Union has no exclusivity in the exploitation of lotteries.
"There is a discussion about the ability of municipalities to have lotteries. We are following several processes, from other municipalities and even states. However, with this first step in the development of the study we would have no impact on the municipality," he concluded.
The project should be evaluated by councilors in the coming weeks.
