The Senate is analyzing a bill that obliges gambling houses or similar activities (which depend on luck to define results) to expose a warning to gamblers (Bill 2.350/2022).
The proposal by Senator Eduardo Girão (Pode-CE), which is still awaiting definition of the rapporteur, determines that in these places the expression must be exposed to the public, in a clear and visible way: “The practice of gambling can be addictive and cause emotional or financial. ”
The obligation would apply to individuals or legal entities that maintain lottery houses, jockey clubs, poker and video poker houses, fixed-odds sports betting operators and also those that promote gambling or betting activities through the internet.
Failure to comply, in whole or in part, with the proposed rule would subject the violator to the payment of a fine of BRL 300,000 (USD 58,000) to the Federal Government.
In the bill's justification, the senator warns about the addictions and damage to health that gambling could cause to bettors. These practices can lead to what in the medical literature is known as ludopathy.
“This craving, comparable to that presented in chemical dependency, does not choose gender or age group, but statistically affects more women and especially the elderly. Studies claim that, in this age group, the practice of gambling exacerbates the consumption of substances such as alcohol and tobacco, in addition to potentiating psychiatric and cardiovascular disorders,” states the parliamentarian.
“It should be noted that activities that have proven ability to cause less dependence than those, such as slot machines, bingos and those present in casinos, can also affect the psyche and finances of those who perform them repeatedly. Because of this, the appropriate warnings about its risks must be given to players,” adds Girão.
