Mayor sanctions law regulating creation of Cuiabá Municipal Lottery

Mayor Emanuel Pinheiro sanctioned law no. 6,872/2022 that regulates the creation of the Loteria Cuiabana according to the guidelines provided for in federal regulations. The bill was approved by the City Council with 10 favorable votes. The activity will be granted to the private sector and will be controlled by the Finance Department. Cuiabá is the capital city of the Brazilian state of Mato Grosso.

The modality of games and betting - category prognostic competitions - has the potential to promote municipal revenue, in view of the negative financial impacts caused to public coffers due to the pandemic of covid-19.

The services will be operationalized by a third party company, under the administration of the Municipality of Cuiabá, through the Department of Finance. All income obtained will be reverted in sectors that guide the quality of the population, such as financing actions and projects aimed at social assistance, human rights, sport, culture, health and public safety.

The amount will be the cost of deducting expenses, administering the event, as well as paying a portion to the Union for the same purpose.

"Unfortunately, these were difficult times economically and emotionally, a virus that in addition to claiming thousands of lives affected the provision of essential services. With the lottery we want to give a breath to these classes that provide a beautiful humanized work, helping hundreds and thousands of people," said Mayor Emanuel Pinheiro.

The determination also ensures the period of 90 days for bettors to claim the prizes awarded, be they cash or other goods. 

In addition, in cases of possible non-collection of taxes by the responsible private institution, it is subject to a fine equivalent to 20 times of the defaulted amounts or even the cancellation of the delegation.
