These companies emerge as one of the main advertisers of TV stations and as relevant sponsors of sporting events and teams —groups that, behind the scenes, have been operating through regulation.

The law that released the betting market in Brazil was signed by former President Michel Temer, in 2018. According to the rules of the text, it would be necessary to create a regulatory agency that would establish the operating parameters of these companies —all of which are headquartered outside the country. country.

The text established a period of two years for regulation, with the possibility of extension for the same period — the maximum period that expires this Monday.

Both the decree and the provisional measure regulating the activity in the country went through the scrutiny of the Ministry of Economy and Civil House.

In June, during the election campaign, the evangelical group in the Chamber managed to put pressure on Bolsonaro and shelve the MP.

The religious defended that sports betting is a door to casinos and gambling, considered immoral, and that this would scare away Bolsonaro voters, if they were released.

Bolsonaro, according to advisors, accepted the recommendation and left the case for a second term.

However, he was defeated by Lula and, in the opinion of representatives of these companies, he should not be interested in leaving the regulation of a sector that can raise at least R$ 6 billion a year to the president-elect – between taxes and grants. Only in grants, would be R$ 25 million per year for each company, according to the draft of the MP.

For Andre Gelfi, managing partner of the Swedish Betsson, without the decree, companies will operate in legal uncertainty. Without regulation, the operation of these companies in the country will depend on court decisions.

"It will be up to each judge to define the rules — that is, legally, the business will become a patchwork quilt with rules that apply to some and not to others. No one is rowing against the regulation. A part of the government wants it, the operators want it, football wants this security, the publishers are looking for it. segment,” said Gelfi.
