Tocantins Government advances modeling of State Lottery project

Responsible for the promotion and execution of projects linked to the Partnerships and Investments Program (Tocantins-PPI), the Secretariat of Partnerships and Investments (SPI) of the Government of Brazilian state of Tocantins released a balance of actions for 2022, highlighting five projects that are at an advanced stage in their modulation and execution. The creation of the State Lottery is one of them and its modeling is already very advanced.

Created in May 2020, Tocantins-PPI aims to expand and strengthen the interaction between this Brazilian State and the private sector, through the celebration of partnerships and concessions, in addition to other privatization measures.

“The projects that make up the Tocantins-PPI Program aim to strengthen strategic planning, promote the economic and social development of the State, adjust the fiscal balance and encourage good administration practices. Public-Private Partnerships and concessions signal the security, modernity and efficiency of the current management for the private sector. In this way, we are seeking to strengthen the portfolio of projects, with the objective of making Tocantins a reference in this niche of Public Administration and the market,” it highlights.

The State Lottery project already has its modeling in the final stage, with the Bill that authorizes its creation sent to the Assembly, having been processed and approved by the Constitution and Justice Commission (CCJ).

“We demand in the study that a physical point of the lottery be installed in the 139 municipalities of the State, which will encourage the generation of jobs, in addition to the investment for the construction of these commercial points,” projects José Humberto, when citing, still, that the Bill approved by the CCJ provides for a breakdown of a percentage of the collection for areas such as sports, oncological treatment and the Association of Parents and Friends of the Handicapped (Apae).

The project aims to generate more jobs in the 139 municipalities, promote social projects and attract more investments and resources to the State without the need to increase taxes. The next step is the call for Public Consultation and Public Hearing.

Modeling

Secretary José Humberto explains that modeling takes place to promote a broad study of a given project.

“It is to structure the project, from the architectural part to the technical, environmental, legal part, passing through the economic and financial worksheet, form of financing, contracting, bidding, consultation schedule and public hearing, working group, workshops, target audience, interested public. Anyway, everything that involves the construction of the study of a project,” he concludes.
