The structure of the bill has four chapters. In addition to creating the resource, the document presents the conditions for the exploitation of any type of lottery provided for in federal legislation. The article considers a lottery service to be any product operation, game or bet, prediction contest, to obtain cash prizes or goods of another nature. In the text, it lists the specificity of possible lotteries.
If sanctioned, the proposal authorizes the Executive to institute and operate the lottery and use the net result obtained to fund actions aimed at social assistance and the reduction of social vulnerability in the Municipality, in view of the almost 80,000 people on the register and need basic attention. Currently, around 26,500 families are in extreme poverty.
From the exploitation point of view, the Municipality may carry it out directly or indirectly, through public-private partnership (PPP), concession, permission, accreditation or any means provided by law. It will be up to the Executive to regulate the service and edit additional norms that are necessary.
The project also foresees that the values of the prizes not claimed by the gamblers contemplated in the limitation period, observing the financial and budgetary programming of the Executive, will be reverted to Social Assistance, Culture and Sport and Leisure funds.
In the explanatory memorandum for the article, Mayor Adiló Didomenico explains that the public lottery service is considered a modern fundraising tool. According to him, as it is a voluntary contribution, it does not have a negative impact that compromises the economy and income of the population.
"It is a democratic economic activity and a potential instrument that allows the direct participation of society, publicizes the social actions developed and financed by the Municipality, in addition to being a potential generator of new jobs, income distribution and incentive to economic activities," he emphasizes.
Mayor Didomenico considers the creation of the service to be relevant and strategic because "it is not an isolated economic activity, it does not create additional expenses for the Municipality, it does not burden the public coffers, it is a potential source of revenue that could provide an increase in the economy location; it could be an important tool to support economic activities, charitable entities, social inclusion, the population, in addition to guaranteeing the constitutional rights of the Municipality."
