In the preliminary decision, the counselor of the State Court of Auditors Cristiana de Castro Moraes understood the allegations of Intralot do Brasil, consortium IGT and Scientific Games and Hebara that the notice did not sanction numerous improprieties pointed out since the first time the judge suspended the international bidding that would implement the Social Lottery of the State of São Paulo, earlier this year.
Even with changes in the Notice, the companies again presented appeals against the bidding, questioning among other items the technical qualification required, failures in economic and financial projections, deadlines, lack of new public hearings after the resumption of bidding and topics such as grant value and planned investments.
The initial grant jumped from R$ 313 million (US$ 60m) to R$ 906.3 million (US$ 174m) for a 20-year contract.
After reading her decision to keep the suspension of the bid, the counselor was accompanied by the other ministers of the Court of Auditors.
