The plenary of the Court of Auditors of the State of São Paulo (TCE-SP) followed the report of counselor Cristiana de Castro Moraes and confirmed the suspension of the bidding of the Social Lottery of São Paulo, determined by her on the eve of the auction, which would take place on December 1.
With the decision, the ECA threw water in the draft beer of the governor-elect of São Paulo, Tarcísio de Freitas, in relation to the amounts provided in the state coffers for investments next year.
The management of Rodrigo Garcia had the approval of the concession of lottery services of the state, whose attraction of resources was expected in more than R$ 905 million (US$ 173m) considering investments planned in addition to the grant value.
The ECA had already stopped the concession in July and the government of São Paulo appealed and relaunched the bidding after complying with some of the determinations of the Court of Auditors, but still were filed actions against the continuation of the process for "improprieties in the Notice", as cited by the counselor Cristiana de Castro Moraes.
Among the points questioned are the required technical qualification, failures in economic and financial projections, deadlines, lack of new public hearings after the resumption of bidding and topics such as grant value and planned investments.
