According to the Bill, the Municipality is authorized to explore the public service of lotteries, called The Corumbá Lottery (LOTOCORUMBÁ), under any of the lottery modalities provided for in Federal Law No. 13,756, of December 12, 2018, being denied the exploitation of any other modality that has not been legalized by Federal Law.
It also provides that the exploitation will be limited to the Corumbaense territory, and it must be observed, in what is applicable, the existing Federal Law for each lottery modality, by the Executive Branch, through the competent Municipal Secretariat or, alternatively, by a legal entity of private law, provided that it is granted, permitted or accredited organization, regularly constituted in accordance with current Brazilian laws, with its own business and administration in the country.
The proceeds of the total collection obtained by the municipality of Corumbá through the collection of bets or the sale of tickets of LOTOCORUMBÁ, by physical or virtual means, will be destined to Santa Casa de Corumbá, as well as the values of prizes that have not been claimed within 90 days.

In justifying the Bill, Chicão recalled that "Corumbá, like the whole world, faced one of the most tragic moments in the health and lives of millions of people due to the pandemic of covid-19, as well as the measures of containment and coping with this global public health crisis."
"In addition to the losses of so many lives and the health and social reflexes, the Municipal Government suffered severely the economic consequences, having significant losses of revenues and thus compromising its financial power of action," he continued.
He cited that the Corumbá Lottery, besides being a tool capable of increasing municipal revenue, has the potential to finance, or at least assist the income of Santa Casa de Corumbá.
He stated that federal lotteries that generated R$ 2.74 billion (US$ 525m) in revenues in the first quarter of 2021, a figure 13% higher than the R$ 2.42 billion (US$ 464m) in transfers recorded during the same period of 2020, according to the 1st Report of the Brazilian Lottery Market released on September 23 by the Ministry of Economy.
The Federal Government, through the Caixa Econômica Federal, historically operates the lotteries at the national level, having this modality the objective of financing several actions of the Federal Government in the areas of sport, culture, safety, health, among others.
The councilman recalled that, on September 30, 2020, the Supreme Court (STF) ruled that the Union does not have exclusivity in the exploitation of lotteries, extending to states and municipalities the competence not to legislate, but to explore lottery modalities.
