The Loterj tender would choose the company to launch and operate new prediction, instant and sports betting lotteries. It had been suspended since July last year due to lawsuits filed at the Rio de Janeiro State Audit Court by the consortium formed by IGT and Scientific Games.
According to a source consulted by GMB, Public Bidding 001/2021 was not annulled “because there was no illegality, but the manager has the prerogative to revoke the competition, as provided for in the Notice itself, and was adopted for reasons of public interest.”
The sector expects that a new process will be opened for the concession of the services initially provided for in the bidding that began in early 2021 with a public hearing that collected contributions to the launch of the Notice now revoked.
The process was in the bidding phase, in which only the consortium formed by MCE and Santa Casa de Misericórdia de Lisboa presented a commercial proposal. As the TCE determined the suspension of the auction, the proposal was not opened and the bidding was interrupted.
Faced with the revocation, it is possible that Loterj will launch a new process, which, according to a GMB source, “may follow the concession model, as defended by Intralot and the IGT/SG consortium, which gave rise to the challenge by the Court of Auditors.”
