Contrary to the vote on the proposal at this moment, as it understands that the country has other priorities, the amendment presented by the Sao Paulo parliamentarian “creates barriers to prevent the delivery” of gaming in favor of foreign companies. According to him, the idea is to protect Brazilian businessmen who already work in the sector.
“We are against voting on this proposal. But as the president of the House, Arthur Lira, is guiding it to be deliberate, we have to approve a project that at least benefits the municipalities, the Santas Casas and charities of health, as well as protects Brazilian businessmen from unfair competition with foreign companies,” said the deputy.
In his amendment, Pinato proposes that “it is also mandatory that companies that intend to explore the gaming market in the national territory have their headquarters and administration in Brazilian territory, being prohibited the corporate participation of foreigners, whether individuals or legal entities.”
The parliamentarian included in his amendment an article that would allow the beginning of the exploitation of the jogo do bicho and the operation of bingos even before the regulation of the gambling law:
“Art. ___ Regardless of regulations, with this Law in force, companies interested in exploiting the jogo do bicho and bingo will be entitled to a provisional authorization to carry out the activity, subject to the application protocol before the Federal Government.
Sole paragraph: The States, the Federal District and the Municipalities are authorized to grant a license and provisional operating permit to companies that exploit jogo do bicho and bingo games.”
