To take the project to a vote, the regulation indicates that 257 deputies must be connected, since the plenary sessions will be virtual until after the carnival recess, as stipulated by Arthur Lira.
Once the necessary quorum has been reached to put the project to a vote, it is necessary to reach a simple majority, in a single round, to obtain its approval.
It is worth remembering that the Chamber of Deputies approved on December 16, 2021 the urgent nature of the bill that legalizes gambling in the country to be voted on by the plenary of the Chamber with 293 votes in favor, 138 against and 11 abstentions. If similar support were repeated, the Bill would get comfortable approval.
If approved, the Chamber immediately forwards the bill to the Senate, which can make changes or maintain without modifications what was deliberated by the deputies. If it decides to make changes, the Bill would return to the Chamber so that the House can also analyze and approve them or not.
After the approvals of the House and Senate, the presidential sanction of the law will be necessary and that is where the Bill would face an obstacle, since Jair Bolsonaro announced several times that he would veto the measure since, in his view, Brazil is not ready to legalize gaming.
If the president applies his veto power, it will be up to Congress to decide whether or not to overturn that decision. There, again, the votes of the majority of legislators will be needed to overturn the veto and, if they are achieved, the bill becomes law.
