Amendment presented by Fausto Pinato (PP-SP)

Deputies want to release gaming in Brazil for hospitals and churches

A group of 14 deputies presented this Tuesday, 22, a proposal to change some points of the bill that legalizes casinos, jogo do bicho and bingo in Brazil. Among the changes, the parliamentarians suggest releasing hospitals, philanthropic entities and churches to carry out this type of activity, without being punished for it. In the amendment presented, Deputy Fausto Pinato (PP-SP) justifies that the objective 'is to equalize the modalities of gaming based on the principle of isonomy.'

Although the evangelical bench of the Chamber of Deputies is trying to obstruct Bill 442/91, which legalizes gambling such as casinos, bingos and jogo do bicho, part of it wants to incorporate passages to favor hospitals, philanthropic entities and churches.

The amendment, signed by 14 deputies, most of them party leaders and deputy leaders in the House, proposes that institutions operate activities without being punished. In the amendment presented, Deputy Fausto Pinato (PP-SP) justifies that the objective “is to equalize the modalities of gaming based on the principle of isonomy.”

In addition to other issues, such as developing Brazilian entrepreneurship in the area, the deputy suggests that “raffles, games and bingos held by philanthropic and religious entities and by Santas Casas that aim to raise funds, exclusively for the maintenance of their social and philanthropic activities, shall not be subject to the provisions of this Law.”

Despite the changes, Pinato justified the proposal as a way of guaranteeing equality between entrepreneurs who work in this segment, in addition to being an attempt to prevent these businesses from being managed only by multinationals. The recommendations have the support of thirteen other parliamentarians, including bench leaders, supporters of President Jair Bolsonaro and also former judge Sergio Moro.

The text is signed by names such as André Fufuca (MA), leader of the PP in the House; Marcelo Moraes (RS), leader of the PSC and PTB blocks; Hildo Rocha (MA), leader of the MDB; Lucas Vergilio (GO), leader of Solidarity; Pompeo de Mattos (RS), deputy leader of the PDT; Geninho Zuliani (SP), deputy leader of the DEM; Leda Sadala (AP), vice-leader of Avante. Federal deputy Renata Abreu (SP), national president of Podemos – Moro’s legend and one of the biggest supporters of the former judge’s candidacy – and Hugo Motta (Republicans-PB), one of Bolsonaro’s main allies in the country, also signed the text.

The discussion of the proposal of the Bill was left for today (23).
