The government of the State of Sao Paulo will carry out the bidding in the form of international competition to choose the company that will provide public lottery services. Decree 66,524, published in the Official Gazette this Thursday (24), defines that the concessionaire that wins the bid adopt the fancy name of “Social Lottery of the State of Sao Paulo” and provides for the following modalities:
I – Fixed-odds betting lottery, corresponding to a prediction lottery consisting of a betting system related to real sports-themed events, in which it is defined at the time of placing the bet, how much the bettor can win if the prediction is correct;
II – Lottery with a specific prognosis;
III – Sports prediction lottery, in which the bettor tries to predict the outcome of sporting events;
IV – Numerical prediction lottery, in which the player tries to predict the numbers drawn in the contest;
V – Instant lottery that immediately shows whether or not the player has been awarded a prize;
VI – Passive lottery, in which the player buys an already numbered ticket, in physical (printed) or virtual (electronic) media.
The following payouts are initially planned for the lottery modalities:
I - Numerical prognosis - 45%
II - Specific prognosis - 50%
III - Sports prognosis - 55%
IV - Passive lottery - 60%
V - Instant Lottery - 65%
VI – Sports betting – 70%
The decree determines that public services for the operation of lotteries, both in physical and virtual environments, can only be provided in the territory of the State of Sao Paulo.
Among the responsibilities of the concessionaire, it was established that it must forward information about gamblers to Coaf, with a view to preventing money laundering or concealment of assets, rights and values.
It is estimated, during the 20 years of the concession, a collection of R$ 14.1 billion (US$ 2.8bln), an amount indicated during the public call period and studies presented by the companies authorized to participate in this stage of the lottery implementation project in Sao Paulo.
The bidding process is carried out by the Privatization Program Director Council – CDPED, by the Public-Private Partnerships Program Management Council, linked to the Secretariat for Strategic Projects and Actions. It is scheduled for March 29.
