The City Council of Araraquara, in the interior of Sao Paulo, meets today (15) to consider Bill 48/2022, which establishes its own lottery in the municipality, with resources to be used to finance and cover social security expenses.
The measure follows the decision of the Federal Supreme Court (ADPFs nº 492 and 493), which decided that the Union does not have exclusivity in the exploitation of lotteries, extending the right to any member of the Federation.
The Executive stated in the project presentation letter that the public lottery service is an important and modern fundraising tool, which, as it is a voluntary contribution, does not have a negative impact that jeopardizes the economy and the income of the population.
Edinho Silva, city mayor, said in a letter addressed to the City Council, that “observing the current economic situation in which not only the municipality of Araraquara finds itself, but also the other members of the federation, it becomes extremely important and essential to creation of instruments that make it possible to raise funds through currently unused means, allocating them to the financing and coverage of expenses related to the municipality's social security.”
For him, the lottery is “a democratic economic activity and a potential instrument that allows the direct participation of society, publicizes the social actions developed and financed by the Municipality, in addition to being a potential generator of new jobs, income distribution and incentive to economic activities.”
The mayor also highlighted that “instituting the public service of municipal lottery is a measure of great importance, especially strategic: it is not an isolated economic activity, it does not create additional expenses for the Municipality, it does not burden the public coffers, it is a potential source of revenue that can provide the increment of the local economy; could be an important instrument to support economic activities, charities, social inclusion, the population, in addition to guaranteeing the constitutional rights of the Municipality,” he concluded.
