Federal deputies, senators, directors of Caixa Econômica Federal (CEF) and directors of Febralot – Brazilian Federation of Lottery Companies and state unions of the category, met in Brasilia this Wednesday (16) to relaunch the Parliamentary Front in Defense of Lotteries.
In addition to defending the claims of lottery operators, through Febralot, the Parliamentary Front will be a bridge between the entity, the National Congress and Caixa Econômica Federal.
The objective of the Front will be to value the activity of lotteries, discuss amounts paid for banking services offered by the network, security of establishments and forms of funding for armored cars, among other topics of the daily life of the category.
The hardest work will be to approve a proposed Constitutional Amendment Proposal (PEC 142/2015), which deals with disciplining public service permissions for an indefinite period. Discussed on several occasions in the Chamber of Deputies, the PEC includes an article that defines that “the terms of accreditation or permission of public services governed by a specific law that at the time of the promulgation of the Federal Constitution were in force for an indefinite period may have a term and conditions established in the contract, regardless of bidding, assuring them renewal for an equal period, at the end of which the service must be tendered.”
Among the parliamentarians who spoke out in defense of the network, Deputy Red (PSD-PR) said that lotteries represent an important segment of society. “When you have a lottery citizen in town, he knows his customer by name. It is closer and gives a warmer and more humane service. Social work and what you represent is indisputable and we, in Parliament, have to understand your demands and bring to Parliament and turn into law what can improve your desires and needs. The Parliamentary Front is nothing more than the representation of lottery operators,” he said.
Jodismar Amaro, president of Febralot, asked Caixa Econômica Federal to manifest itself more in favor of the lottery network and the importance of the partnership for the service of Brazilian society. At the same time, he requested a study by the CEF on the profitability of the lottery network, “because we have several problems with a drop in profitability, among other things, due to the PIX, as Caixa directed many people to its branches and the lottery stores are currently empty. Studies need to be carried out to bring this audience back to give the economic-financial balance that we lost,” he pleaded.
Regarding the rumor of new bids to expand the lottery network, Jodismar said that “it is impossible to make a bid without the recovery of profitability and a study with the participation of the Federation. It is no longer appropriate in the democracy of this country for Caixa to act without the federation representing the interests of the network not being able to participate. We claim the floor to Febralot in the case of a study for new bids,” he defended.
The vice-president of the CEF, Celso Leonardo Barbosa, stated that the recreation of the Parliamentary Front is very important so that all requests from the lottery network are well forwarded at all levels of power.
Celso Leonardo made himself available to Jodismar so that the challenges proposed by the president of Febralot will be taken into account and that “we will talk closely so that the claims are answered, as we know that the Caixa Family is very well represented by lottery companies.”
According to him, “we want to reinforce the action plan and strengthen the performance of lottery retailers and we will make it clear that they are and will continue to be supported. Tenders will not be made before the plan to strengthen the current lottery retailers and we will not expand the network before all this is considered,” he guaranteed.
The vice president said that the current management of CEF is attentive to the creation of new products, to further guarantee the collection and flow in the lottery retailers. “In the first half of the year, we will launch Milionária, whose studies are advanced, to join Mega da Virada as the two great products focused on increasing revenue and profitability at lottery stores. We will launch and do powerful marketing on these modalities,” he highlighted.
In his statement to the network, Jodismar Amaro made it clear that “I am sure, lottery sellers, that our strength is unity. Without our union we are nothing. Keep confidence in the Federation and its unions. Stand together and we will achieve everything we need to raise this category to the level it desserves.”
