Gaming bill has three report requests, can be scheduled in Senate’s agenda

After being approved by the Chamber of Deputies, Bill 442/1991 has not yet officially reached the Senate. But behind the scenes, the articulations around the matter don't stop. So far, three parliamentarians have asked the Senate president to report the text. They are: Davi Alcolumbre, Irajá Abreu and Angelo Coronel. The assessment of project enthusiasts is that the process in the review house can be easier than in the Chamber.

This is because, even before the matter begins to be processed, those who understand the text have taken the lead to resolve doubts and convince senators of the merits approved by the deputies. In addition, the assessment is that the main resistance – the evangelical bench – has less offensive potential in the Senate. The total of these senators is calculated at 11. Proportionally inferior to the group in the Chamber, it is believed, therefore, that it is less noisy to move forward with the project.

On the other hand, representatives of the Evangelical Parliamentary Front are moving to join forces and bury the bill, in progress for more than 30 years. The President of the Front, deputy Sostenes Cavalcante, approached the president of the Senate. Despite the defeat in the Chamber, Cavalcante believes that because it is a smaller collegiate, it is easier to organize the group to face the issue. “Pacheco is indifferent to the subject, but he said he will respect the decision of the college of leaders,” he said. Sostenes is confident that due to the complexity of the matter, the proposal will be rejected.

According to the text approved by the deputies, the casinos may be installed in resorts as part of an integrated leisure complex that must contain. In order to determine the places where casinos can be opened, the Executive Branch must consider the existence of tourist heritage and the economic and social potential of the region.

There may be three casinos when the state's population is greater than 25 million. For states with more than 15 million and up to 25 million, there may be two casinos. In the other states and in the Federal District, with a population of up to 15 million inhabitants, there may be only one casino.

In locations classified as tourist centers or destinations, the installation of a casino will be allowed, regardless of the population density of the state in which they are located. The physical space of the casino must be, at most, equal to 20% of the complex's built-up area, and electronic and roulette, card games and other authorized modalities can be explored.
