Law that creates Araraquara’s lottery in Sao Paulo state is sanctioned by local mayor

The law that creates the municipal lottery in Araraquara, Sao Paulo, was sanctioned after the signature of Mayor Edinho Silva. According to the City Hall, the measure followed the understanding of the Federal Supreme Court that the Union does not have exclusivity in the exploitation of lotteries. Thus, states and municipalities have the right to operate the activity. For the Executive, this can be a modern tool in fundraising. The studies necessary for the implementation of the lottery, including defining the management model, should start soon.

The mayor of Araraquara, Edinho Silva, sanctioned last Friday (18), the bill approved by the City Council that establishes the municipal lottery service in the city. According to the Executive's understanding, this can be a modern fundraising tool for application in the social area of the city.

In addition, as it is a voluntary contribution, the administration understood that it does not produce a negative impact that compromises the economy and the income of the population.

In a note sent to news outlet acidade on, the Secretary of Government, Management and Finance, Juliana Agatte, considered that it would be a mistake for the city not to seek sources of revenue in the midst of the crisis.

Agatte recalled that last year alone, the municipality spent R$ 80 million (US$ 16m) of its own resources in the fight against the pandemic, representing 45% of municipal revenues for Health.

The secretary pointed out that this week there was a notification from the Court of Justice of the kidnapping of R$ 10 million (US$ 2m) from municipal accounts due to precatories.

There is also a forecast of a new block of R$ 10 million (US$ 2m) in the second semester, which, according to the secretary, makes it impossible for the municipality to make payroll for its servers.

Juliana Agatte reinforced that only last year, the City paid R$ 30 million (US$ 5.95) in precatories.

"All these data demonstrate the need for the City of Araraquara to seek new sources of revenue to prevent the imminent collapse of public management," he said in a statement.

With the approval of the complementary bill, the City Hall must initiate the necessary studies for the implementation of the lottery, including defining the management model.
