Brazil’s Senate Plenary unanimously approved this Wednesday (23) Bill 1.518/2021, which creates the Aldir Blanc National Policy for Fostering Culture. The text provides for annual transfers of R$ 3 billion (US$ 614m) from the Union to states, the Federal District and municipalities.
The proposal, authored by federal deputy Jandira Feghali (PCdoB-RJ) and five other deputies, extends for five years a benefit already provided for in the Aldir Blanc Cultural Emergency Law (Law 14.017/2020).
The approved project provides for the creation of the Federal Lottery of Culture, which depends on the approval of a specific law, and the allocation of 3% of the gross collection of federal lotteries to this policy. The allocation of funds from federal lotteries, however, must be vetoed by President Jair Bolsonaro, due to an agreement made with the government for the project to be approved.
“There is an agreement made for the government to veto the 3% percentage and to maintain this veto, because there are countless other sources. And overloading the lottery, which already serves so many other important destinations, seemed too,” explained Senator Carlos Portinho (PL-RJ), government leader in the House.
