Bill No. 8 provides for authorization for the State Executive Branch to institute and operate lottery services in the state of Tocantins through a concession to a legal entity or a consortium of companies. In a message sent to Aleto, Governor Wanderlei Barbosa highlighted the importance of the project.
“It is an important source of funds for the state economy, generating amounts that can be allocated to the implementation of public policies in the areas of sports, hospital infrastructure, state road infrastructure, information technology and services related to the structuring of PPI Tocantins projects [Partnership and Investment Program]".
The exploitation of lottery modalities has already been defined by federal legislation, and the capture of bets and the sale of tickets, in physical or virtual environment, must be carried out by an adult, capable person and within the limits of the state territory, as explained by the Secretary of Partnerships and Investments, José Humberto Pereira Muniz Filho.
“These are called Traditional Lottery, Prognostic Lottery, Instant Lottery and Fixed Quota Lottery. Also in 2020, a decision by the STF [Federal Supreme Court] recognized the material competence of the states to operate these services. The presentation of this project today is the result of the work of the Partnership and Investment Secretariat team that started some time ago. Based on these studies, Governor Wanderlei Barbosa understood the financial and social benefits that the concession of this service will bring to Tocantins,” said José Humberto.
With the technical studies carried out, it is estimated that the project can generate 1,000 direct and indirect jobs from points of sale in the 139 municipalities, with an increase in revenue for the State of R$ 10 million/year (US$ 2.1m).
The Extraordinary Secretary for Public-Private Partnerships, Ricardo Ayres, who in 2020, as a deputy, came to present a similar project that proposed the creation of the State Lottery of Tocantins, highlighted the potential social and economic development from the exploitation of this service.
"Initiatives like this cannot wait long to be implemented. The numbers show the benefits that our population will have with the generation of new jobs and application of resources in the primary areas of the Government. In Bill No. 8, already filed in the Assembly, we have already requested urgency in the appreciation and voting by the deputies,” he stressed.
