Municipality of Brusque in Santa Catarina hopes that casinos will benefit the city

Recently approved by the Chamber of Deputies, the bill 442/91 that legalizes the installation of casinos and bingos is already being debated in the region of Brusque, in the Brazilian state of Santa Catarina. Although the city does not conform to the rules required in the text, nearby municipalities are able to receive gaming. Ivan Jasper, Director General of Tourism, says that if coastal city Camboriú has a structure, tourism should happen in a connected way with Brusque and nearby locations.

The bill determines that casinos may be installed in resorts as part of an integrated leisure complex that must contain at least 100 high-end hotel rooms, meeting and event venues, restaurants, bars and shopping centers. The creation of space is related to the population of the state. That is, in states with up to 15 million inhabitants, as is the case of Santa Catarina, there may be only one casino.

Another possibility is the tourist casino which, in this case, must be located in cities classified as tourist hubs or destinations. In this modality, the installation of a casino will be allowed, regardless of the population density of the state in which they are located. However, a tourist casino cannot be located less than 100 km away from any casino integrated into a leisure complex.

Connective tourism

Ivan Jasper, director-general of Tourism of Brusque, comments on the expectations for movement in the city if the law is sanctioned and a casino is installed in the region. He says that if Balneário Camboriú has a structure, tourism should happen in a connected way with Brusque and the region.

Regarding the bingo houses, Ivan analyzes that there may be difficulties for Brusque to have this structure, since the bill determines that the space should be in stadiums with a capacity of over 15,000 fans.

We are in another difficulty, because we are in the negotiations for the construction of the Brusque stadium, we don't have that yet. A maximum of one bingo house will be accredited for every 150,000 inhabitants, so even when the construction evolves, the city may already be enabled.”

Ivan points out that the impact for Brusque can occur in the context of connective tourism. “The family that comes to a resort and if they want to play, will have other moments to enjoy tourism and should bring more public to the region.”

If the law is sanctioned and if Balneário Camboriú is one of the cities to implement a casino, the director points out that the dissemination of Brusque should be expanded to the region. “The owners of wholesale and retail malls will already have this initiative, in addition to the public sector. For a family that comes from another state, walking another 100 kilometers is nothing.”

However, he points out that it is not yet known what the profile of the public that will frequent the places will be.

Two sides of the coin

In relation to the jogo do bicho, Ivan believes that it will work with accredited points. “Of course, by then there will be a number of other regulations that they should have, but I assume that's the way it is.”

The director says that in relation to the commercial issue, the bill is positive. However, Ivan points out that for people with impulse control issues or gaming addiction issues, this can be bad. “There are two sides of the coin and we will only know if the result will be beneficial or not only after a while,” he concludes.
