Bill or provisional measure

Brazil’s Economy Ministry advances in discussion on project to regulate skill games

The economic area of the Brazilian government has advanced in the design of a project to regulate the segment of “skill games” in which prizes are paid to the winners of disputes. The idea is to have greater control in this segment that has been growing, according to JOTA found. These are games like Fantasy Games, Cartola, Counter-Strike, among others. Regulation must be accompanied by the creation of an inspection fee to fund the control.

It is still being defined whether it will be by bill or provisional measure. An initial draft, prepared by the Secretary of Evaluation, Energy and Lotteries (Secap), is circulating in the government.

The vision is to establish the minimum rules to be complied with by companies in Brazil, such as knowing who the real operator is, those responsible for the game, communication channels with players, among others, in order to ensure that the market is reliable and at the same time competitive.

After the responses of the areas, there will still have to be a political decision on the forwarding of this project, but the reading of the technical area is that it is important for the market to have a regulation.

In addition, Secap, now under new management, is working to finalize the decree that regulates sports betting.

Despite the fact that the text was already ready in the previous administration, the team of the new secretary, Sergio Calderini, is doing a reanalysis of the material.

In this sense, they would be rules for the institutions that operate to offer mechanisms of guarantees and clarity of who is operating in Brazil.
