Paulo Horn is appointed president of new OAB Rio de Janeiro Gaming Commission

The lawyer and former vice president of the Rio de Janeiro State Lottery (Loterj) Paulo Horn has just been appointed to head the Special Commission on Sports, Lottery and Entertainment Law of the OAB of Rio de Janeiro, with a term of office until December 31, 2024. Author of the study “ The Urban Culture of the Games of Fortune in the Cities”, Paulo Horn has a long history in the defense of betting regulation.

The president of the Rio de Janeiro Sectional Brazilian Bar Association, Luciano Bandeira Arantes, has just appointed Paulo Horn as president of the Special Committee on Sports, Lottery and Entertainment Law of the entity, with a term of office until December 31, 2024.

The lawyer and former vice president of Loterj intends to work together with the similar commissions of the Federal District and with the Federal Council of the OAB to broaden the debate in the search for the legal improvement of the sector.
 



“At this time, when a decision by the Senate is expected regarding the voting of Bill 442/91, already approved in the Chamber of Deputies, it is important that we are available to offer legal knowledge about the gaming sector if it is shown that it is an economic activity clean and with great impact on society, as it is a source of millions of reais in taxes and hundreds of thousands of Jobs,” says Paulo Horn.

In addition, according to the now president of the Gaming Commission, the activity will promote the attraction of strong investments in Brazil. “The construction of a casino will generate thousands of jobs and will move several areas around it, not just civil construction. Even a bingo, which is smaller in size, will also have this effect,” he comments.
 


Brazil, in his opinion, should move towards the future in the area of gaming. “It is an activity capable of generating employment and income and we are at the ideal moment to regulate once and for all what already exists without any counterpart to the government, in the form of taxes, and to workers, in the form of formal Jobs,” he defends.

According to Paulo Horn, Brazil has every chance of becoming one of the biggest markets in the world for the gaming sector. “With adequate and transparent regulation, which guarantees legal certainty, the country will attract many investments. The main players in the world are ready to come to Brazil,” he concludes.
