Senate approves creation of Parliamentary Front against gaming in Brazil

After the approval of the Parliamentary Front for a Brazil without Gaming, this Tuesday (19) Senator Eduardo Girão (Podemos-CE) declared that the number of supporters for PRS 11/2022 — a project of his own that institutes the new collegiate — signals that the majority of the Senate is against the proposition that authorizes gaming in Brazil (Bill 442/1991). He reiterated the arguments against the possibility of releasing bets in casinos, bingos and jogo do bicho.

“I visited countries, talked to the academic world, talked to inspection and control institutions inside and outside Brazil, and I was amazed by what is behind it: a very powerful lobby that destroys entire lives and families,” he declared.

Girão also criticized the recent approval of Bill 442/1991 “in the dead of night” by the Chamber of Deputies, but considers that the defenders of the liberalization of the gaming sector achieved a less favorable result than expected.

He predicts that if the Bill is approved and President Jair Bolsonaro fulfills his provision to veto the text, there will not be enough votes in Congress to overturn the veto.

The draft resolution was symbolically approved, against the vote of Senator Angelo Coronel (PSD-BA). According to the approved text, the objective of the Front is “to promote debates and adopt initiatives that discourage gaming and combat its harmful consequences for society.”

In his justification, Girão associated gaming with practices such as money laundering, tax evasion, revenue evasion, corruption of public officials and the creation of a favorable environment for ludopathy (addiction to gaming). The project was reported by Senator Jorge Kajuru (Podemos-GO).

“The legalization of gaming will result in costs to society far greater than any benefit. The arguments of those advocating gambling only highlight the positive side and do not take into account the negative effects,” he stressed.
