The Rio de Janeiro State Lottery held a public hearing on Tuesday afternoon (26) to clarify doubts and receive suggestions for the bidding that will choose a company or consortium to operate the instant lottery and online prediction lottery and through betting terminals.

The concession will be for 20 years, renewable for the same period, with gross collection, for the contract, of almost R$ 8 billion (US$ 1.65bln).

The meeting was attended by the main players in the national betting and lottery market, as Rio de Janeiro attracts everyone's interest due to its potential and promising future. Among those presente stand out Amilton Noble (Hebara), Sérgio Alvarenga (Intralot do Brasil) Valter Delfraro Jr (GLI), João Rachid Motta (MCE) and Roberto Quatrini (IGT).

The atmosphere of the meeting was very encouraging, since there was a good understanding regarding the set of terms of the basic project of the bidding to be placed on the market soon.

The main questions were related to the fact that sports betting is not included in the future bidding process, the extent of the outsourcing planned in the basic project and aspects related to the financial and operational management of the contract to be signed.

It was also suggested the requirement of proof of the bidders' financial resources, so that only companies or consortiums that guarantee a safe operation participate in the tender.

Loterj was suggested to include objective criteria to be adopted at the end of the contract for the renewal of the concession.

The scope of the operation's exclusivity, as well as the bidding of all modalities en bloc, were among the topics raised during the public hearing.

It was also questioned whether there will be a requirement for physical points of sale, due to the impact on the costs of the operation. Minimum goal for fundraising and the relationship with the GGR, in addition to issues such as the territoriality of the bet, were also topics discussed during the meeting.

At the end of the public hearing, Loterj made itself available to the market to clarify doubts during the next five days, by email [email protected], whose answers will be made available after May 4th. Loterj was also willing to analyze a request that was agreed by those present, to hold a second public hearing so that there are no doubts before placing the bid on the market.
