Despite having been absent during the vote on Bill No. 442/91, approved by the Chamber of Deputies, the PSB had guided the federal bench to vote in favor of the matter that legalizes casinos, jogo do bicho and other types of betting games.
On the occasion, the deputies maintained the opinion of federal deputy Felipe Carreras (PSB-PE), who grants permanent or temporary licenses to explore the activity. The socialist was the rapporteur at the Plenary, highlighting that the initiative should bring tax collection benefits and inject resources for the development of public policies in states and municipalities.
According to information from News Chamber Agency, in the case of casinos, the text says that they may be installed in resorts as part of an integrated leisure complex that must contain at least 100 high-end hotel rooms, meeting and event venues, restaurants, bars and shopping centers.
The physical space of the casino must be, at most, equal to 20% of the complex's built-up area, and electronic and roulette, card games and other authorized modalities can be explored. In order to determine the places where casinos can be opened, the Executive Branch must consider the existence of tourist heritage and the economic and social potential of the region. Each economic group may hold only one concession per state, and accreditation will be done through a public auction in the technical and price modality.
“As approved by the Chamber, the installation of casinos should be seen as an alternative to be analyzed. Brazil is one of the few countries that has not regulated and taxed this activity, that is, we are failing to collect and even need to have an increase in revenues to finance public policies,” said Danilo Cabral, in an interview with Band News, this Tuesday (26th).
“And when we talk about the issue of gaming, we are talking about the distribution of resources for tourism, for sports, for health, for culture, public security, for education. Because that is the destination of that fee for gaming, Cide, which says something around 17% of this regulation, which can finance these activities. So it is an opportunity that can be analyzed within an alternative to strengthen tourism in our state,” he commented.
The text approved by the federal deputies also created taxation levied on the exploitation of all types of games. It will be made in the form of the Contribution for Intervention in the Economic Domain levied on the commercialization of games and bets (Cide-Jogos).
The proposal to legalize gaming is in the Senate, waiting to be considered by the parliamentarians of the Upper House. Last week, the creation of a Parliamentary Front for a Brazil without Gambling was approved.
The formation of the collegiate indicates that the proposal should have difficulties in being approved. In the text of creation of the Parliamentary Front, it justifies that the collegiate aims to “promote debates and adopt initiatives that discourage gambling and combat its harmful consequences for society.”
