The state authority may directly execute the games or delegate, through permission, concession or other modality provided for in the legislation that governs public contracts, the operational activities inherent to the exploitation of the lottery game. Only the exploitation of a modality expressly authorized by the State will be allowed.
The new structure created to manage this system will be responsible for guaranteeing security against tampering with physical and digital tickets and the supervision of games. It should observe, for example, the publication of rules, advertising of bets and compliance with territoriality (Paraná).
Each lottery product will have its draw dynamics previously described in the product card (preferably) or in other means in an unequivocal way. For advertising purposes, it will be considered the set of rules, the definition of the quantity, the price of the bets, the value of the prizes, the probability of prize, the foreseen period of circulation, the means of commercialization, the technologies used and other specifications that make up a lottery product and/or a series of sweepstakes and products.
The Secretary of State for Finance will shortly define the appointments of the positions that will compose the structure of the lottery agency. They will be responsible for developing the plans and work programs of lottery operations, such as, for example, the amount allocated to the prizes.
The decree also specifies the creation of the Board of Directors, levels of management, the internal control unit and the managements: Development, Technology and Control of Games; Institutional, Marketing and Social Communication Projects; Budgeting, Financial and Accounting; and Human and Administrative Resources.
The state lottery service will allocate, with the new source of collection, resources for the maintenance of social programs and the development of actions and services related to public security and popular housing, and to the financing of actions and programs of the state government.
With this implementation, Paraná joins the six federative entities that have current legislation on lottery services: Rio de Janeiro, Minas Gerais, Ceará, Espírito Santo, Maranhão and Paraíba. The Federal Supreme Court ruled, in 2020, that the activity cannot be a federal monopoly.
