Fábio Garcia takes on Brazil’s Senate seat and says he is in favor of gaming

Former federal deputy and new senator of the Brazilian Congress, Fábio Garcia (União Brasil) was in favor of the bill that legalizes gaming in the country, such as casinos, bingos and jogo do bicho. Garcia officially takes office this Tuesday (6) and the project is expected to be on the agenda this month. He will occupy Jayme Campos' chair for four months and must vote on controversial topics. For him, the project would bring advantages with tax leasing for municipalities with low Human Development Index (HDI).

The text was already approved in the Federal Chamber earlier this year. In the Senate, the expectation is that the project will undergo some changes. President Jair Bolsonaro (PL), however, has already stated that if the text passes, he will veto it.

According to Garcia, the regularization of gaming in Brazil would bring advantages as long as part of the funds raised through taxes are destined for municipalities with a low Human Development Index (HDI).

“I am in favor, as long as this regulation brings an adequate form of inspection and, as a consequence, that this legalization brings development and opportunity, mainly to regions and cities with lower HDI indexes,” he said.

“It is very important that these projects can serve not only to enrich the owners, but to generate employment opportunities, income distribution, and quality of life where they will be implemented,” he added.

Politicians in favor of the project claim that the regulation of the gaming sector would bring a boost to the economy, especially to the tourism sector in Mato Grosso. Garcia also believes in the premise.

“Without a doubt, it is a promotion of tourism. We have worldwide examples regarding this issue, but we need to do this in regions where we lack the opportunity, the development of this country. And encourage new investments. If possible, let them be new ventures,” he said.

According to Garcia, the implementation of casinos, for example, should be done in hotels to be built, and not in existing ones. “That a casino is not installed in downtown Sao Paulo, for example, in a hotel that is already ready. I don't think that's the idea," he said.

"The idea, in fact, is to get the poorest municipalities, which need that investment and also need income and employment opportunities. That we can implement this as a way of promoting the development of that region," he said.

The project

According to the project, the activities must be regulated and supervised by the Ministry of Economy, which, for this, may sign agreements with federal, state or municipal bodies.

According to the text, the payment of bets in banknotes or coins is prohibited.

The project prevents people who have convictions for administrative improbity, tax evasion, malfeasance, corruption, embezzlement or any criminal offense that prevents access to public office from entering the activity.

Supporters of the proposal claim that the release of the practice in Brazil will inject R$ 74 billion into the economy. One of the major differences that occurred in the Chamber was regarding the taxation of gaming. Taxation will be through the Contribution for Intervention in the Economic Domain levied on the marketing of games and betting (Cide-Jogos), which according to the text is 17%.
