The government of Paraná published on Tuesday (26) last week the decree 10.843/2022 that regulates the recreation of the state lottery after 19 years. The State Department of Finance expects that the Lottery of the State of Paraná (Lotepar), the autarchy that will administer the games, will be released in the second half of 2022.
Among the regulations authorized by Governor Ratinho Jr (PSD), are the payout indexes - the part of the amount collected in bets intended for the payment of prizes. That is, the amount to be paid to the winners, already deducting the operating costs of the lottery with the payment of civil servants' salaries, administrative costs, etc., in addition to the amount that will remain with the government for investments in the state.
The percentages are as follows, depending on the type of bet (tax rates are not included in these indexes):
- Numerical prediction bet (draws based) – 45% payout
- Sports prediction bet (football match result) – 55% payout
- Specific Prediction Betting (games involving a set of outcomes) – 50% payout
- Instant bet (scratch-card) – 65% payout
- Passive betting (tickets with determined numbers) – 60% payout
- Fixed odds bet (the player already knows how much he can win when placing the bet) – 70% payout.
In at least two game modes, the payout of the Paraná lottery will be higher than that of the federal one: in bets with numerical predictions and in sports predictions. Passive, specific prediction and instant bets will have the same payout rates as the lotteries managed by Caixa Econômica Federal.
Sefaz also defined the indices of the amount collected from the lottery for the government to invest. The government will keep 5% of the gross amount collected on fixed-odds bets and 12% on all other bets. The amount transferred by Lotepar to the state fund will be applied to social actions, public security and popular housing.
More than the federal lottery
Numerical prediction bets are the most common, in which the bettor must hit the tens drawn within a limited universe of numbers. The federal lotteries of this modality are Mega-Sena, Quina, Lotofácil, Lotomania, Dupla Sena, Dia de Sorte and Super Sete.
The payout for the payment of these prizes from Caixa is 43.79% of the total amount collected in bets. State lotteries of this modality will allocate 45% of the amount collected to prizes.
In sports prediction bets, the percentage to be paid by Paraná will also be higher. In this type of game, the bet is on the results of football matches. The federal lotteries of this model are Loteca and Lotogol.
While Caixa's payout in the sports lottery is 37.61%, Lotopar will allocate 50% of the proceeds to pay prizes.
Same payout
In the other three lottery modalities, Paraná will allocate the same percentage to the payment of prizes as Caixa Econômica Federal bets: passive bets, specific predictions and instant bets.
The passive bet is the one in which the bettor buys a ticket with certain numbers to participate in a draw. It is this modality in which the Federal Lottery Ticket, the oldest bet in Brazil, is framed. In this type of game, Lotopar's payout will be the same as Caixa's: 60%.
In specific prediction bets, the bettor indicates a set of results. In the case of federal lotteries, the only one of this modality is Timemania, in which the player bets on a set of whole numbers and a football club.
Timemania's payout is 50%, the same rate that Lotopar will allocate for the payment of prizes in this modality.
Another Lotopar modality that will have the same payout rate as the federal lotteries is instant bets. These are the popular scratch-cards, in which the player knows at the time of purchase if he has won the prize.
The payout of the Paraná lottery of this modality will be 65%, the same as the Exclusive Instant Lottery (Lotex), a modality that was passed by the Union to the private sector in 2019 but whose concession returned to the federal government in 2020 and continues with an indefinite future.
The decree of the government of Paraná also regulates the rate for the winners of fixed-odds bets, in which the value of the prize is pre-defined, and whose payout in the state lottery will be the highest, at 70%. That is, the player bets already knowing how much he will receive if he is the winner. There are no such bets among federal lotteries.
