New law may establish Bagé municipal lottery in Rio Grande do Sul state

The Legislature will analyze a proposal for a law, presented by the City Hall, which creates the Bagé Municipal Lottery (LMB). The wording determines that the LMB may explore any of the modalities provided for by the federal law that established the National Public Security Fund, on the destination of the proceeds from the lottery collection and on commercial promotion and the lottery modality called fixed quota betting.

The wording sent to the councilors determines that the product of the total collection obtained through the capture of bets or ticket sales of municipal lotteries will be destined to the Municipal Health Fund, to the financing of actions and projects in the area of infrastructure, social assistance, human rights, culture, health and safety, as well as the payment of prizes.

If the project is approved without modifications, the values of the prizes that have not been claimed by the contemplated bettors will revert to the Municipal Health Fund.

The proposal assigns to the Municipal Secretariat of Economy, Finance and Human Resources the operation of the lottery games process. The Executive must also adopt systems to ensure security against ticket tampering.

In the justification sent to the Chamber, arguing for the approval of the proposal, Mayor Divaldo Lara (PTB), highlights that the Federal Supreme Court (STF) decided, in 2020, that the Union does not have exclusivity in the exploitation of lotteries.

“The creation of the Bagé Municipal Lottery aims to raise funds that will be destined, above all, for the health área,” he points out. The Chamber does not yet have a deadline for voting.
