The project establishing the Fund for the Support of Orphan Children (Facor) and the Support Program for Orphan Children (Procor) will follow for consideration by the Economic Affairs Commission (CAE). Approved by the Commission on Human Rights and Participatory Legislation (CDH), this Monday (2), the project aims to promote actions that expand access to fundamental rights for orphaned children and young people through support for institutions and families ( Bill 2.329/2021).
From Senator Nilda Gondim (MDB-PB) and reported by Senator Fabiano Contarato (PT-ES), the proposal also amends Law 13,756, of 2018, to include Facor among the recipients of the proceeds from the lottery collection of numerical predictions. The project aims to provide financial support to families of children under 18 years of age who have had one of their parents or legal guardians deceased, and who do not have the means to provide for their livelihood, and also to institutions that provide support to these families.
Resources
The resources that will make up the Facor will come from: allocations set out in the annual budget law and its additional credits; donations from natural or legal persons, public or private, national or foreign; income of any nature arising from the remuneration of investments of its equity; and those relating to participation in the proceeds of lottery collections.
Lottery
Unused resources from Facor in a given year will be transferred as a credit to subsequent financial years. The project reduces by one percentage point the allocation given by law to cover costs and maintenance of the operator of the numerical forecast lottery, made from the collection of this same activity, also allocating 1% of this collection to Facor.
It also prescribes that the funds collected by Caixa Econômica Federal destined for Facor will be transferred directly to the competent state or district secretariats, in proportion to the amount of bets made in each federative unit, which would be responsible for executing the expenses.
