Deputies leave session and creation of lottery in Brazil’s DF is not voted on

The opposition overturned this Tuesday's (3) session of the Legislative Chamber of the Federal District (CLDF) after a discussion with the president of the House, Rafael Prudente (MDB), over government proposals. The project to create a lottery for Brazil’s Federal District (DF) was one of the pivots of the disagreement.

The supplementary credit projects for public transport in the capital and the creation of a lottery for the DF were the pivots of the disagreement.

Bill 2,312/2021, which creates a local lottery within the Federal District, is attacked by the opposition and the district evangelical bench. The left wing wants a government agency operating the district lottery service to ensure that the money can be reverted to the state, as is the case with Caixa's lotteries.

Evangelicals, among them part of the government, want the project to prevent the lottery operator from opening gambling houses in the capital, if the Senate approves gambling in Brazil. According to interlocutors, a clause that prohibits the company from opening new game fronts would calm the group.

The discussion between district deputy Chico Vigilante (PT) and Rafael Prudente began when the PT asked for the withdrawal of the supplementary credit agenda. The vice president of the House, Rodrigo Delmasso (Republicans), asked that the matter stay, and the president supported it. Vigilante then said that the opposition would obstruct the lottery agenda. He then said that if they were to vote on it, left-wing parliamentarians would leave the Plenary, overthrowing the minimum number of deputies necessary for approval.

Government officials proposed that the lottery bill fall, but the supplementary credit bill stays. Watchman did not accept. Prudente said they were there to vote. "I will continue with the agenda. If there is a quorum, we vote, if not, we do not vote," he challenged. He then asked for a quorum to be restored, but it was not possible to keep the session open without the parliamentarians.
