BiS 2022 brings together Rio, Minas, Maranhão and DF to share their state lottery projects

With almost a month to go before the Brazilian iGaming Summit begins, the organizers have already confirmed the presence of three states and the Federal District in the agenda of panels to present their projects aimed at state lotteries in their jurisdictions. The directors will bring updates on the modernization projects, implementation of new lottery modalities and start of operation, as well as discuss the interest of the private sector in these processes.

The Brazilian iGaming Summit – The iGaming Intelligence Made in Brazil has a good part of its schedule of lectures and panels already defined and the audience of the event will have at their disposal updates on the modernization projects or implementation of lotteries in Rio de Janeiro, Minas Gerais , Maranhão and the Federal District.

In addition, BiS will feature the opening lecture “The importance of the Regulation of Sports Betting for the Government”, to be presented by Geanluca Lorenzon, secretary of advocacy for competition and competitiveness of the Ministry of Economy. The director of the body responsible for regulating sports betting in Brazil will bring to BiS the government's position on the activity and the way in which regulation and post-regulation will proceed.

His lecture will take place at 9:10 am on June 28 and is one of the most awaited by the sector, as it directly affects the operation of hundreds of sports betting sites that are operating in Brazil and hope for a promising future for the activity.

The last draft of the decree that regulates sports betting, released exclusively by GMB, as well as possible last-minute changes to adjust the document, should guide the secretary's presentation, if until the opening of the BiS it has not been amended or signed by the presidency of the Republic. Anyway, Lorenzon will talk about what the sports betting industry wants to hear, that is, the importance of regulating the activity in Brazil.

Also in the morning of the first day of the Brazilian iGaming Summit, Ronan Moreira, general director of Lottery of the State of Minas Gerais, will talk about the current stage of the modernization process and the launch of new lottery modalities within Minas Gerais in the panel “Manifestations of Private Interest and State Lotteries - Lessons learned so far”.

Last week, the company gathered interested parties in the exploration of instant and predictive lotteries. The public hearing that took place at Loteria Mineira's headquarters was pointed out by some players in the sector as very productive due to the professional and democratic nature of the company's management of the process that will culminate in an international bidding process for the launch of the new modalities.

Jhonatas Mendes Silva, director of the Lottery of Maranhão – Lotema, will also be part of the same panel. Lotema is in the process of being implemented and had the approval of its continuation last week unanimously approved by the Court of Justice of Maranhão after the suspension of the event by the Court of State Accounts,. The plenary of the Court of Justice granted security to MAPA (Maranhão Partnerships), the state company responsible for the concession of public service in Maranhão, recognizing the regularity of the bidding procedure carried out in that state for Lotema.

The Secretary of Special Projects of the Federal District Government, Roberto Vanderlei de Andrade, completes the panel on the interest of the private sector in the operation of state lotteries. The DF Lottery was approved by the Legislative Chamber in early May and will initially be operated by Banco de Brasília (BRB). The SEPE secretary should indicate, on the panel, the next steps and how the division that will take care of the DF Lottery will be structured. The panel “Expressions of Private Interest and State Lotteries - Learning to date” will take place from 11:45 am on June 28 and will be moderated by the lawyer and former legal director of Loterj, Marcello M. Corrêa.

Next, lawyer Roberto Brasil Fernandes will moderate the panel “Good practices and expectations of lottery operations in Brazil”, which will include the participation of Alexandre Tauszig, from Skilrock, and Otávio Cunha, president of Loterj. The session will be possible to follow the current moment of the Lottery of the State of Rio de Janeiro, which held a public hearing to discuss the implementation of new lottery modalities in April and whose public notice is about to be published.

The bidding will choose a company or consortium to explore the instant lottery and online prediction lottery and through betting terminals, whose estimated gross revenue, for a 20-year concession, is almost R$8 billion (US$ 1.7b).
