Decree creating Superintendence of Lottery of Mato Grosso do Sul is published in Brazil

It was published this Wednesday (22) in the Official Gazette of Mato Grosso do Sul, the restructuring of the Secretary of State for Finance (Sefaz-MS), which includes in the organizational chart the new Lottery Superintendence that will be directly subordinated to the Secretary of Finance, together with its coordinator.

Among the powers of the superintendent are:

"I - plan, regulate and explore through accreditation, with a view to authorizations or permissions, lottery products within the limits of the State's territory;

II - comply with and enforce the laws and regulations governing the matter for contracting, through accreditation and permission or accreditation and authorization, of third parties that meet the qualification criteria and other requirements provided for in the public notice, for the exploitation of the lottery modalities approved within the scope of of State;

III - program, control and execute all technical, administrative and financial services, as well as inspect all stages of the exploitation of lottery products by operators and others involved in the creation, control, auditing, certification, management and other processes;

IV - develop, with other public bodies and entities that receive benefits from the exploitation of lottery modalities, the promotion and respective dissemination of the benefits of the lottery service in the State of Mato Grosso do Sul;

V - maintain public information services on the operation of lottery activities in the State of Mato Grosso do Sul;

VI - to approve the Lottery Plans, which will contain the general conditions for each lottery product, before its commercialization in the State's territory;

VII - promote the development of technologies to provide efficiency, modernity and updating to the provision of public services for the exploitation of lottery modalities;

VIII - transfer the net results calculated from the operation of the lottery service in the State of Mato Grosso do Sul, pursuant to Law No. 5,720, of September 23, 2021, and Decree No. 15,952, of June 2, 2022."

The allocation of the net revenue obtained from the exploitation of the public lottery service of the State of Mato Grosso do Sul will have the following destination:

• 50% to the financing of programs in the area of housing;
• 25% to social security;
• 25% to programs in the areas of sport, education, health, social and cultural development and for investments in public security, in equal parts.
