Bill 944/22, authored by the Municipal Executive Branch, establishes the municipal public lottery service within the Municipality of João Pessoa (Lotojampa), which was created to raise financial resources for activities in the areas of social assistance, human rights, sports, culture, health and education.
The public lottery service of the Municipality of João Pessoa can be developed by physical and virtual means, within the territorial limits of the Municipality.
The new lottery will be executed and supervised by the Municipal Administration Department (Sead), which will have regulatory, inspection and penalty powers, being able to hire companies that supply infrastructure and technological solutions, in compliance with its own rules for bidding and contracts.
Lotojampa may explore any of the types of lotteries, games and bets provided for in Federal Law, as well as those that may be created, in order to ensure resources for the fulfillment of its institutional mission, being prohibited the commercialization or registration of lottery products to under 18 years of age and civilly incapacitated. Buyers of lottery products must be located within the limits of the Municipality, in the case of physical means.
The Bill is now going to be sanctioned by Mayor Cícero Lucena and later Sead will define the criteria for a possible tender for the operation of Lotojampa by the private sector.
