The president of the Chamber of Deputies, Arthur Lira (PP-AL), determined the creation of a special commission to analyze the merits of the Lottery PEC, which regulates public service permissions for an indefinite period signed before the 1988 Constitution came into force.
The objective is to deal with the situation of about six thousand lottery retailers, between accredited and license holders, whose contracts were not regulated by the Constitution. The special commission will be composed of 34 full members and an equal number of alternates, appointed by party leaders.
New contract
PEC 142/15 was authored by deputy Fausto Pinato (PP-SP). The text establishes that the permissions that were in force for an indefinite period at the time of the promulgation of the Constitution will have the term and conditions established in a new contract, regardless of bidding, ensuring renewal for an equal period.
According to Pinato, these permissions operate today in a “legal and social environment of insecurity and uncertainty, since the permissionaires found themselves deprived of a constitutional transition norm, affecting, above all, those who made large investments.”
