Porto Alegre passes law that creates its municipal lottery

Mayor Sebastião Melo sanctioned this Wednesday (17) the bill that authorizes the City Hall to create the public lottery service in Porto Alegre, the capital city of the state of Rio Grande do Sul, in southern Brazil. The objective of law 13.215 is to increase revenue to qualify and reduce the costs of the public transport system. The next step is to issue a decree and then a public notice to define the private partner that will operate the service.

Mayor Sebastião Melo stressed that human mobility is a challenge that needs to be faced without demagogy. “We need to find joint solutions to change the reality of public transport and keep the focus on improving user service. The bus service can no longer be an obstacle for those who already face so many problems of lack of infrastructure in the peripheries,” said Melo.

The municipal secretary of Economic Development and Tourism (SMDET), Vicente Perrone, said that the management is in favor of all economic activity that generates employment and income legally and with regulation at the federal level. “We are going to work on the public notice so that it is competitive and results in resources for public transport,” he adds.

According to the sanctioned law, the income from the tickets will also be used to fund actions and projects for accessibility and inclusion of people with disabilities and the elderly. It also determines that only a regularly constituted company, with headquarters and administration in the country, be accredited to operate the lottery modalities.

The City Hall, through SMDET, directly or through a partnership, concession or permission, will adopt security systems against tampering or contracting the tickets. The operation of the lottery activity will occur jointly with the State and the Union.
