Rodrigo Pacheco: Legalization of gambling will be voted on after elections in Brazil

The General Sports Law and the Gambling Regulatory Framework should enter the Senate agenda after the election period in Brazil. The information was provided by the president of the House, Rodrigo Pacheco, who informed that the leaders of the Senate asked him to deliberation on the two matters. Bill 442/1991 was approved by the Chamber in February and is awaiting Senate deliberation. The text legalizes casinos, bingos, jogo do bicho, online and sports betting, among other modalities.

The Sports Law project (Bill 1,153/2019), by Senator Veneziano Vital do Rêgo (MDB-PB), was approved in June in the Senate, with rapporteurship by Leila Barros (PDT-DF), and in July by the Chamber. But as it underwent changes, the text needs to be appreciated again by the senators. The deputies decided to update the Pelé Law (Law 9,615, of 1998), concentrating in a single project all the rules that regulate the practice of sports in the country. Nine proposals that were being processed in the House on the subject were added to the project.

Pacheco added that, although the decision on the drafting of the text has not yet been taken, this mission should be given to senators like Leila herself or Romário (PL-RJ), who have experience in the area.

“This text should be on the agenda after the October elections. There has already been a wide debate about it in the Chamber of Deputies and there are also many requests for an agenda with the Senate Presidency by clubs, athletes, as well as journalists and radio broadcasters. Let's listen to everyone, also having a broad debate in the Federal Senate,” he said.

Pacheco considered Law 14,193, of 2021, which created the Societies Anonymous of Football (SAFs), a milestone for the professionalization of clubs, due to the possibility of turning them into companies with governance criteria and social aspects.

Coming from Bill 5.516/2019, presented by Pacheco, the text gave good results in the first 12 months of validity, as it allowed the debts of three major clubs to be settled and the beginning of more professional management in these associations.

Rodrigo Pacheco said he feels honored to have presented the matter and considered the law an important legislative instrument for national football.

“It was very positive; many groups are joining because they see the law as an inevitable path even for the survival of several clubs in Brazil. I take a positive view, but, obviously, we are also open to listening to those who participate in the day to day of football, to improve whatever is necessary,” he signaled.
