The society's participation channels with the Chamber of Deputies had almost 9.7 million interactions between February and June this year. The main way for society to participate with the proposals being discussed by the deputies remains the Chamber's portal, which had almost 4 million interactions, including news comments, polls and other resources.
The ten themes that had the most interactions were:
1 - Bill 2564/2020 - Salary floor for nurses
2 - Bill 442/91 - Legalization of gambling
3 - Bill 1559/21 - Salary floor for pharmacists
4 - Bill 718/22 - Import Tax on electronic purchases
5 - PLP 11/20 - Changes in ICMS rules on fuels
6 - MP 1076/21 - Makes the Brazilian Aid of R$ 400 permanent
7 - Bill 29/22 - Includes vaccination against Covid-19 in the National Immunization Program
8 - Bill 1518/21 - Creates permanent national policy to promote the cultural sector
9 - Bill 3179/12 - Regulates the practice of homeschooling
10 - Bill 2630/20 - Rules to combat fake news
The result of the analysis by the Chamber of Deputies for the projects that most mobilized society in the first semester, however, verified in depth, indicates a strong inclination towards the theme of gambling since the two subjects ended up closely linked.
The approval of Bill 442/91, in February of this year by the Plenary of the House, appears in the second position of the ranking and the nursing floor, in first. The interesting detail is that during the entire process of the project that established the floor wage, it was said that gambling could be the source of funds to pay the minimum salary for the category.
Bill 2564/2020, which established the salary floor for nurses, ranked first in interactions with the Chamber. In early August, it was sanctioned by the President of the Republic, Jair Bolsonaro, and throughout the discussion process that preceded its approval, several deputies defended the regulation of gambling to pay for the minimum wage for the category.
The Bill 442/91, which legalizes all types of gambling in Brazil, was in second place and also attracted the attention of society. The project allows gambling in Brazil and the proposal foresees the legalization of betting, casino games, online games, online and face-to-face bingo and jogo do bicho. Approved in February, it was sent to the Senate for discussions and awaits to be determined by Senator Rodrigo Pacheco for processing. Appointed rapporteur in the House, former president Davi Alcolumbre, has already signaled that he intends to put the issue under discussion after the October elections.
