The governor of Sergipe, Belivaldo Chagas Silva, regulated Law 8902, which authorizes the Executive Branch to provide, directly or through a concession or permission, the public lottery service at the state level.
Decree 159 defines that it will be up to the State Treasury Department, through the Superintendence of the Public Lottery Service of the State of Sergipe (Suplese), created by the decree, to plan, organize and supervise the modalities, which will be explored by the private sector through concession or permission.
A year ago, Law 8902 was approved and now the state will define the parameters for the entry into operation of the Sergipe State Lottery, which includes:
The resources generated by the lottery modalities created will be for social purposes and will have the following destinations from the net revenue:
Suplese, newly created by the decree, will be responsible for promoting studies for the launch of lottery products. The text also defines issues such as compliance, certification and responsible gaming.
As the publication of the decree is one of the last major decisions of the current governor Belivaldo Chagas Silva, since there are elections and the Sergipe Chief Executive is not running, it is to be expected that the rules for the implementation of lottery modalities are defined so that the next governor implements the Sergipe Lottery operation itself.
The exploration will be in charge of the private initiative and the Decree defines that it will be through concession or permission, according to the modality, and the rules for the selection of operators will be defined through Sefaz's own regulations, to be edited and published in soon.
