Paraguay launches tender for legal sportsbooks

Paraguay's gaming regulator, the National Gaming Commission (Conajzar), has launched public tender for companies interested on exploiting sports betting. The presentation and opening of offers will take place on October 31 at entity’s offices. The call comes as the regulator faces headwinds over previous failures.

Conajzar initiated a call for public tenders sports betting, with exclusivity throughout the country. The announcements do not specify whether the call for tenders is national or international. However, they indicate that bids may be submitted by 10:00 AM on October 31. On that date, Conajzar will open the bids and announce the potential participants.

According to the conditions of the tender, those interested in acquiring the permit to exploit sports betting must request the Tax Deposit Ticket at the regulator's headquarters, to make the payment of 60 million guaraníes (US$8,670), non-refundable, in a deposit in the Treasury account in the National Development Bank.

Likewise, the name of the acquiring company or consortium must be established, which must be domiciled in the City of Asunción.

In the notices published on newspapers, sports betting is detailed as "activities in which an amount of money is risked on the results of a previously determined sporting event, with an uncertain outcome and unrelated to the parties involved", and includes them in the list of games whose exploitation must be “necessarily granted by public tender.”

Both in the law and in the call, Conajzar stressed that the concession will be made exclusively throughout the country.

Once all the applications are in, the regulator will evaluate the firms. They will look at the amount of the fee and guarantee they offer, their financial and legal capacity and the background and experience in the gaming industry.

Paraguay is trying to generate a regulated, well-oiled sports betting market. However, for various reasons, it continues to face obstacles that make it difficult.
