Mayor Sebastião Melo sanctioned this Wednesday (17) Law 13,215, which establishes the municipal lottery of Porto Alegre. The next steps will be the publication of a decree and then the public notice to define the private partner that will operate the lottery, which will have revenue destined to reduce costs with public transport in the capital of the Brazilian state of Rio Grande do Sul.
Melo stressed that human mobility is a challenge that needs to be faced without demagoguery. “We need to find joint solutions to change the reality of public transport and keep the focus on improving user service. The bus service cannot be another obstacle for those who already face so many problems of lack of infrastructure in the outskirts,” said Melo.
The municipal secretary of Economic Development and Tourism (SMDET), Vicente Perrone, said that the management is in favor of all economic activity that generates employment and income legally and with regulation at the federal level.
“We are going to work on the public notice so that it is competitive and results in resources for public transport,” he says.
According to the enacted law, income from sale of lottery tickets will also be used to fund actions and projects for accessibility and inclusion of people with disabilities and the elderly. It also determines that only a legally constituted company, with headquarters and administration in the country, be accredited to explore lottery modalities.
The city hall, through SMDET, directly or through partnership, concession or permission, will adopt security systems against adulteration or contracting of tickets. The exploitation of the lottery activity will take place jointly with the State and the Union.
