"There are still no definitions of how the draw will be, what format, what types of games will be used, whether sports or the traditional ticket, whether it will be weekly, biweekly or monthly," explains the secretary of Modernization and Project Management of Porto Alegre, Alexandre Borck.
From now on, the City Hall will go into the lottery specifications, so that the public notice can be published, which should happen by May at the latest. The role of the City Hall will be to supervise and receive the resources to distribute the money, especially for the public transport area of the city.
Noting that there are still no definitions in relation to the values of the bets, the secretary anticipates what should be specified: "One of the things is that the lottery has all types of access. From betting at a lottery house, magazine stand, authorized agent, to online betting on cell phones like Caixa Econômica Federal offers."
In addition to the City Hall, the service will be inspected by auditing bodies. The company that accredits itself will have to have all the security certifications to be able to make this type of game.
"What we are sure of is that, today, Porto Alegre allocates R$ 100 million to public transport. If (this lottery) is successful, we will be able to contribute more than this resource so that the municipality has a more adjusted ticket. Also so that we can doing this very important job of accessibility," clarifies Borck.
Regarding the competitiveness of the betting market, the City Hall works with three points to enhance the lottery: investment by the concessionaire in media for publicizing and structuring the lottery; social nature involved and word of mouth between people.
"That's why we are concerned with all types of access. It's just like the Mega Sena, we already know that on a specific day we have to go to the lottery or download the application. So, giving people this access makes it a lot easier," concludes the secretary, which also helped in the execution of the 2022 South Summit Brasil project.
The decree
The decree published with the rules for operating the Porto Alegre lottery defines that half of the net revenue is destined to finance the public transport system, 35% for the financing of actions and projects and the contribution of resources to fund public policy urban mobility; and another 15% should be earmarked for actions and projects for accessibility and inclusion of people with disabilities or the elderly.
The decree also constitutes a management committee formed by the Municipal Secretariat for Economic Development and Tourism (SMDET), the Mayor's Office, the Municipal Attorney General's Office (PGM), the Municipal Secretariat of Finance (SMF) and the Extraordinary Secretariat for Modernization and Project Management (SECEXMGP).
Only a legally constituted company, with headquarters and administration in Brazil, can be accredited to explore lottery modalities, as determined by law. The City Hall, directly or through a partnership, concession or permission, will need to adopt security systems against tampering or contracting lottery tickets.
In the state
Governor Eduardo Leite (PSDB) reactivated the Rio Grande do Sul State Lottery (Lotergs) in 2021. However, the service has not yet returned to operation.
The state government's forecast was that the lottery would yield net revenue of R$ 3 billion to the public coffers over 20 years. The goal was to make the games available by the end of 2022, at 9,000 points of sale throughout the state.
